White paper highlights good practice in independent measurement and verification

Drumbeat Energy Management, the energy management business support service, has published a white paper on independent measurement and verification entitled IPMVP and improving energy-efficiency: The importance of independent measurement & verification.
The report says that the potential of the energy efficiency market is largely untapped due to a lack of trust in the industry and uncertainty around the real level of energy savings that can be delivered to customers.

It highlights good practice in independent measurement & verification (M&V) as a simple and cost effective solution to help overcome these barriers and to help drive the sector forward.

Drumbeat says the output of an IPMVP-led performance measurement process is a periodic savings figure showing how much less energy has been used than would have been if the energy efficiency technology or project had not been implemented. Getting to this requires an analytical process with a strong degree of specialism and analysts should carry the 'CMVP' certification to demonstrate competence.

The specialists are Certified Measurement and Verification Professionals (CMVP). The discipline they exercise is IPMVP - the International Performance Measurement and Verification Protocol - a rigorous and highly respected process.

Managing director of Drumbeat Energy, Graham Mills, said: 'In the face of an absolute onslaught of advice and sales pitches from energy efficiency 'consultants', product manufacturers and services providers, the directors and managers of client companies will be confronted with big questions. How can we be sure that the promised reductions and savings will be delivered? What criteria should we be using and why? What should we measure and how? When? Who will prepare the data? Can we be sure of its validity?'

He continued: 'These are questions clients must ask and it is up to the provider of the product or service to answer them prior to the client making a commitment. In Drumbeat's view, early involvement by an independent third party measurement and verification (M&V) specialist is the safest and most satisfactory solution. Crucially, it safeguards the interests of the client.'
